It's hard to diagnose if this is a solvable problem because the application doesn't even get far enough to get driver details. According to the web (
http://en.wikipedia.org/wiki/Radeon_HD_4000_Series) your card should be able to support OpenGL 3.3... which should be more than enough.
You could try upgrading your drivers to the latest if you haven't already. ATI's OpenGL support is usually pretty bad, especially back in 2008 when these cards came out. So having the proper drivers is important.
