While you walk around or while you sit still? While other players are nearby or when you are by yourself? If you aren't looking around or doing anything and no one is within 192 meters of you... then frame rate should be pretty constant. If any of those conditions are not true then I need to understand what they are. But that wouldn't change if he wasn't looking around.
