I would go for progress with instability. Progress denotes change and evolution, which suggests the instability may correct itself. It's like the stock market, really. Instability and progress are a high risk investment, but it has the potential to become much greater than the stable society.
That's just how I see it. What do you guys think?

I half agree with you, Rayblon, but I feel instability has the potential to lead to wars and death. Honestly, stability without progress does sound like crap, so I vote for Progress with Instability.
