Could just be time and activity.  Just so that they can verify you aren't some 'bot uploading hours of porn all the time.

well! I never expected you to ever say (or type) something like that!

I'm just saying... there are people on the internet that would do something like that.  Youtube wants to be sure you are a real person with real videos before letting you upload big things.
