I feel ashamed that I'm asking the questions. But I cannot place the Property Marker if my life depended on it D:
Maybe someone should work on the wiki, I could help Smiley.

Myltiplayer or singleplayer? I haven't tested it on singleplayer, but I've made it work on multiplayer.

Scroll the mouse wheel until you see "Property".

Ctrl + scroll the mouse wheel until you see "Sleeper Cell #42's Stronghold".

Right click where you want to place the marker... usually in the center of your territory.

Once placed, you can move the corners of your area to reshape it by finding the corner marker and left-mouse dragging it like objects.  Strongholds can't be bigger than 1024 square meters.

You can also drag the center marker around to adjust the angle and position of your label on the map.

Right clicking on any of those markers brings up the radial menu for the property.

Once placed, you can also give badges to other players.  From the property tool, ctrl + mouse wheel until you see "Give badge for Sleeper Cell #42's Stronghold"  With that tool selected, you can right click on another player to give them a badge that lets them build in your area.

Also once a property is placed it will show up in the property tab (shortcut is 'p') and there you can see the badges you've given out and revoke them if necessary.

Maybe there was a bug... but I don't think I've changed anything with that.
