I logged into multiplayer to see if anyone was there. It was empty. I pulled out the property thing to find a place to claim. But when I found a spot, I couldnt figure out hoe to claim it. /claim didnt work. Then I searched. I read about a claim flag I was supposed to have. Scrolled through every item and no flag. Inventory button doesnt do anything so I am at a loss. Any tips?

If you press F1 then it shows the controls but not about property... but property works like everything else.

In general, in build mode:
Mouse wheel changes major tool type.
Ctrl + mouse wheel changes sub-type.

In the case of block tools this gets you different shapes and sub-materials.

In the case of objects this gets you different objects.

In the case of property this gets you to your different property tools... like the property flag for placing your stronghold.  It will say something like "Place YourName's Stronghold"
