No, you misunderstand.

"In the spawn" means "anywhere 500-600 meters from the starting spawn point."  That whole area will be slow.  You have to walk for 5-6 minutes to get to faster areas.

I think he wanted to upload a picture to prove what he was seeing on the forum.  I think it's important to remember that he's pretty young... 9 yrs old as I recall.  I don't even let my 9 year old son use the internet unsupervised.
