I think it's about confirmation or something.  I can't seem to turn it off.  I've noticed most payment things require it.

@sleeper, it's the e-commerce stuff that requires it because I think that even for guest checkout it forwards it to paypal.  I could be wrong.

Sorry.  I promise I won't do anything with it non-billing related.
